Multi-threaded performance

First my system config

Old PC
CPU: Ryzen 7 5800X
RAM: 64GB DDR4
HDD: 2x2TB nvme ssh
GPU: RTX 3080 12GB

New PC
CPU: Ryzen 9 9950X
RAM: 64GB DDR5
HDD: 4x2TB nvme ssh
GPU: RTX 3080 12GB

Software
Windows 11 Pro
Handbrake 1.9.2

Settings
Default Matroska H.265 MKV 2160p60 4K
AC3 5.1 audio using AC3 passthrough
No Subs
Chapters

The question I have is, MakeMKV has always used 80-90% of all available threads. What I find confusing is that my 16core 32thread CPU doesn't appear reduce the amount of processing time than my 8core 16thread CPU. I have other software that utilizes all threads and I have noticed signifcant improvements to processing speed there. Is there some kind of limit to processing this kind of data where you reach at point of diminishing returns? Just trying to undertsand what I am seeing.

CPU Utilization on both systems is usually between 80%-90%
RAM Utilization never goes above 25GB

How many laser pickups does your disc ROM have?
