I'd like MakeMKV to mark any subtitle tracks that it knows will only contain forced subtitles (because it is outputting a separate forced track) as "forced".

Yes, there are all sorts of ways to do forced subtitles on the source media. I'm not asking for a change to that behaviour.
When I enable the separate "forced" track I'd expect those tracks to be marked as forced in the output otherwise I have to go through all the files and mark the second track (if it exists) [for each language] as forced.

yet but that setting makes sense. However, why do you want to mark the second track as forced? I always mux it to be the first track.
