In Windows Security Centre check the section on Ransomware Protection. If Controlled Folder Access is ON this may be blocking MakeMkv. You can allow MakeMKv through this by selecting 'Allow an app through controlled folder access'. Add to this the path for MakeMKV.exe, MakeMKVcon.exe and MakeMKVcon64.exe if necessary.

I have a similar issue. What can I do besides allowing an app through controlled folder access? Because it doesn't seem to help

How did you actually try this? The brute force approach is to turn off the Ransomware Protection completely and then just try MakeMKV. If this lets it work you then need to figure out which .exe files to add to the list before turning it back on. The ones I listed worked for me.I have a similar issue.
