I downloaded and installed v1.6.3 (Windows XP 32-bit SP-2).  Upon starting Visual Just-In-Time Debugger popped up with this message:  "An unhandled win32 exception occured in makemkvcon.exe [3700]".  I was prompted if I wanted to bring up Visual Studio 2008 debugger.  Since I don't have Visual Studio 2008 installed on my machine the debugger didn't come up and makemkv exit ("Fatal error occured, program will now exit").  I tried uninstall and re-install but to no avail.  What's the cause?  Is Visual Studio 2008 required by makemkv?

MakeMKV has nothing to do with Visual Studio. It's likely that it crashes because of some other problem in your system.
