It certainly looks like a damaged disc, but MakeMKV should not crash on it, it's a bug.
Try making a full disc backup (non-decrypted) first, and see if you'll have better luck opening the backup.

There were recent success stories with cross-flashing Pioneer drives, I believe some forum members provide this service for a fee. Current sdftool does not support this. I believe the relevant research happens on https://www.cdrinfo.pl/ forum.

CdRom arbiter is just a regular service. It can be stopped or disabled from task manager or services panel.The disabled service is as good as uninstalled, and generally, being a small open-source service it does more good than harm)
