OK so for those who might have a similar issue, after some searching through the forums and removing my bitdefender I discovered that it was an ISP issue.
I disconnected from my home internet connection and hooked up to my mobile hotspot.
Hey presto new hkdata was downloaded when I booted makeMKV ...
