If you checked all subtitle tracks (and "forced only" subtracks) when you ripped the dics to mkv and no such subtitles are inluded in the resulting mkv they are not on the disc. If there are subtitles with both the Japanese part translated and the normal dialogues you could make them yours...

Can you open the DVD (not a single VIDEO_TS file) directly in VLC or MPC-HC? If yes make a simple DiscBackup with MakeMKV. Don't open the disc but click on the Backup button in the toolbar.
