I'm using Windows and here's what I did to fix it:
Click Start
Type "Turn Windows features on or off
Select .NET Framework 3.5 (includes .NET 2.0 and 3.0)
Select .NET Frame 4.8 Advanced Services
Click OK to install. It will take a while
When done, run the program and it will work.
