Double check the tz dump to see if the Unit_Key_RO.inf file has the same SHA1 as the one in the keydb.cfg file you have. If it is then it should work. If its not in there follow the public keydb post to make sure you have the most recent version. Took me a bit to get the website to not 503 but I was...
