I was able to narrow it down after some more experimenting, Woodstock was correct, in my case these two dvd's are damaged.

I've been importing our DVD collection to PLEX via handbreak and makemkv and i've got 2 disks that I cannot figure out, they don't appear damaged but give read errors when opening them automatically. I tried opening the disks manually and specifying the scene I want(#1) and it errors out saying skip...
