Is this where ripping groups keep using eac3to for all audio ripping still? One well known groups uses makemkv for video but eac3to for all audio work in remuxes...

Is it a vote of confidence that atleast 1 respected release group is using makemkv for the video portion of their releases? Would that indicate makemkv 1.15.4 is considered very stable on the video side now?

I think you'll need makemkv 1 15.4.

Current makemkv won't read the 2nd video file unless it's in a uhd bluray format. I'm no expert sonhopefullythis info is kind of correct.

Maybe a dumb question but...

If a UHD is only one Video file as in HDR or HDR10 would we need to RERIP? Or versions prior to 1.15.3 be good enough??

Regarding 1.15.2, I have backed up some with Dual Video. I used makemkv 1.15.1 and mkvtoolnix to create these files. I think these would be similar to the DualLayer releases that are floating around.

Even these DualLayer MP4's would we be able to recreate from these?

Some playlists do not show in makemkv but are actually on the disc... Search the folder \BDMV\PLAYLIST\ for the playlist your looking for and load that into something like tsmuxer or mkvmerge etc...

Playlist 00764.mpls appears to be the correct one. However, I haven't actually tested or watched it yet, so I can't verify at the moment.
