They are, they're other video players. I consider VLC a staple for media playback, highly recommend you try it over the default Windows video player.

I'd personally just invest in more storage and keep the HDR quality, but that's obviously not what you're trying to achieve, so BD-Rebuilder might be what you're looking for.

Oh, I strongly second this. I think it'd help a lot and it does actually seem doable. Here's hoping.
