Was having a similar issue on the 2019 Shield TV tube model, and it was largely resolved by the recent 9.0.0 update. Not sure if the 2017 models are getting the same update, but it seems like it may have been a firmware issue.

I was able to resolve this by removing the snap package and compiling MakeMKV from source. I believe the problem is with the current package snap package, which I will report to the package maintainer.
