I've seen this 2 times on DVD and once on Blu-Ray.
For the Blu-ray I was able to get around it by plugging my external USB-C drive into another port that had more power.
For both DVD's I used DVD Decrypter and it read the disc as error free.
Just saying.. it's not always the disc or the drive.

I have NUC 10 I5 and a pioneer BDR-X007 external USB drive, In my case, the drive would not work on the back USB3 Port. Connected to one of the 2 front USB3 ports it worked fine. Not sure if the back USB3 port is a bit lacking in power or what. Didn't matter for what version of WIN 10 I was on 1709,...
