So to close out my issue, I have a Unifi based network backbone, which was geo filtering/blocking the HK downloads, once I brought that security system offline while I ran MakeMKV, the HK download succeeded and I was able to get Dune to rip successfully. Cheers!

I am having an issue with the Dune 4k disc as well, getting the following output when trying to open.
