Are you sure the drive which is shown is a Verbatim 43888? The drive on the screen seems to be a pure DVD drive. HP labeled or original LiteOn I think.

Not really. The only thing seems to be the firmware version should be 8510 or 8511. It looks like 8591 (see above) is not flashable. Maybe the author forgot to add this or nobody has it tried before so 8591 is excluded.

You have to hit the drive directly or the enclosure with the drive in it?

With the drive in it, perhaps a loose contact is the causer and the drive itself is ok?

No further comment ...... I've copied the extracted keydb.cfg to the correct data directory without success several times and then run with your tool, which does the same, I think, and it works.

Bad luck, it doesn't work.

MakeMKV has (always) connection to the web and the current keydb.cfg is in the directory.
