Reading BD works? Other BD-R brand tested?
You can try to clean the laser lenses with alcohol and q-tips. Do it twice and dry immediately, not let it dry by air.
If that don't work you can assume that the blue laser is defective.

There are no Not-MT1959-plattforms with the BU40N available.
Checked it with another cable oder with another USB port? Also you can try to extract the drive carefully and try an USB to Mini-SATA adapter for the flashing process.

Try to clean the lenses with alkohol and a q-tip. Let the alcohol not dry by air.

Somebody may correct me, but if you have an Buffalo BRXL-16U3 without a Pioneer drive but a LG, it has the older and not compatible MT1939 platform.
Buffalo used LG BH10 oder BH12 drives in earlyer 16U3 a far as I know.
