Have you checked the original m2ts with Mediainfo (View > Text)? What does it read under Framerate and what does the MKV?

i think all but one of the lord of the rings are 24fps the other one is 48fps 24fps is the normal frame rate for movies your screen tearing is driver v-sync issue but you can and should change your frame rate to match the movie for usually the 23hz one is right at least on my tv it is. Good evening I just ripped the new 4K UHD version of the first LOTR movie. According to the disc specs it should be running at 60 fps.
