I was able to resolve the issue with USG. It had a geoip block that was in the config but not showing in the UI. I can now access hkdata.fairuse.org but it appears that I still can't get the keys. I am in the same boat using Ubiquiti. I turned off Malicious IPs, Threat Management and DPI but still can't download the HK file from hkdata.fairuse.org.
