I also could not decrypt S7 D2 or S9 D3. I believe there was one or more discs in S8 as well. Unfortunately I am not in a position to give specifics right now but can later this evening.

I figured out the problem. It looks like my firewall was blocking the update servers. Decrypting seems to be working.

I currently have two LG UH12NS40 drives and they seem to work great for most UHD discs but I've found that they just cant seem to handle 3 layer discs. That said I'm looking to buy another drive that can hopefully handle 3 layers. Can anyone recommend a drive that they can confirm has worked ...
