It has been a while since I've used macOS Sierra. I'm pretty sure this is just Apple's Gatekeeper getting in the way. Instead of double-clicking on the app, right-click (or Option click) and select Open. If I remember correctly, it'll open a dialog to try to convince you not to open it, but you can...

mac OS says "makeMKV is damaged and can't be opened"
i just downloaded the latest version of makeMKV for mac (i have mac os 10.12.6) and when i tried to open it i get a message that says: makeMKV.app is damaged and can't be opened. you should move it to the trash. i downloaded it twice and got the same message. does anyone know anything about this :?:
