If your laptop's USB ports aren't powerful enough, it is fairly easy to get a high powered USB hub that will have powerful enough ports.
I've seen Billycar11 suggest a Sabrent HB-BU10 hub. Personally, I like the Plugable USB3-HUB7C. There are lots of others that will work.

Does your drive have its own power supply or is powered via a powered USB hub or is powered solely by the computer's USB ports?
I've seen people on the internet mention a bug with external drives doing weird things on macOS if they're only powered by the Mac's USB ports.

As weird as it sounds, I find that sometimes my optical drives behave better after they've been power cycled. If cleaning the disc doesn't help the next best suggestion is to try a different copy of the disc. Or, try the same disc in a different optical drive. I have multiple drives and when a disc ...

What kind of disc did you try in the optical drive? Did you try more than one?
New blu-rays are likely to be AACS v82, which I think at this point still requires a LibreDrive enabled drive.
Older blu-rays or DVDs are likely to work however.

I haven't burned a disc in a long time. However, the common wisdom on this forum is that it is hard to find high quality media to burn these days. It is often recommended to let the OS see the disc before opening MakeMKV.
