You're probably running into macOS's Gatekeeper. There are ways to make your Mac run software that isn't notarized: https://support.apple.com/en-us/102445
The short, short version is open System Settings -> Privacy & Security -> scroll down and click the Open Anyway button

Interestingly enough, since I use a dual display set up, if I run MakeMKV on the primary display (the one with the Dock), it works fine, and the window is resizeable.
