I have this same problem.

If I power down, wait 10 seconds, power PC back on, Windows recognizes my Blu-ray drive ...

I started having this issue today when trying to rip a new Blu-ray that arrived. My Windows Server required a hard shut down after my Remote Desktop connection stopped responding. I tried a few more tries, and MakeMkV just wont open my new Bluray, or the old bluray discs I own.
