DV support in Plex for Android has been out of beta for weeks now. It was a staged rollout so not everyone might've gotten it at the same time, but it's definitely out now.

I tried doing this and the resulting file size was bigger by a few mbs. Then I tried using tsmuxer and the resulting .ts was still labeled as dolby vision

So the codec on the video part says MpegH HEVC Main10@L5.1 (dvhe.07.06 BL+EL+RPU FEL) when opening the bluray.
