I had the same fatal error with v1.6 on Win7 x64.
After using Kurt's SET suggestion, I was able to launch MakeMKV without the error. I then entered my registration code and re-booted. Now MakeMKV will launch without the fatal error and without having to enter the SET parameter.

I tried MakeMKV 1.4.12 beta with a Sony HDR-CX7 camcorder by navigating to G:\AVCHD\BDMV\INDEX.BDM on the memory stick.
