Yes, email the dump to svq@makemkv.com. Did that over a week ago. You can also make a post for the dump here in this thread as Pioneer drives can be used for dumps now. I have a UHD I can't rip and a Pioneer BD-RW BDR-S12U. My understanding is there's nothing I can do about this except submit the dump to svq and wait?

Updated from 18.1 to 18.3 last night. It used to make a sound when a rip completed but no longer does. Was this behaviour changed? I can't see anything in the settings that would toggle the sound playing.

This now opens in MakeMKV, but not in VLC. I don't get an error in VLC, it just loads infinitely. Is that because MakeMKV is using the public KeyDB, but VLC isn't?

Just kill it and try it again and it should work now that the drive's been added. If by this you mean close the Helper program, reopen the Helper program, and click on Disc Info, no, it still gets stuck at the same point.
