I've sent in the dumps multiple times and still nothing, got this and Waterworld on Tuesday, July 9 from Amazon.
I've tried each day after and nothing, these were going through fast at one point and recently it's been days or weeks.

Found some more interesting info that might help. I did find out that seeking is working but it is very cpu intensive and on my 6 core 12 thread machine, it maxes the cpus to 100% and takes over a minute for the seek to happen. The TV is probably giving up after a short period and just starts over ...

I did find out that seeking is working but it is very cpu intensive and on my 6 core 12 thread machine, it maxes the cpus to 100% and takes over a minute for the seek to happen. My TV is a Roku TV and Plex doesn't natively support the DVHE but will play if you force it to. Has anyone noticed that all dv mp4 files created using the mp4muxer result in files that not seekable or is it just me. seek works. you sure it's not your TV's lousy usb media player? :) have you tried via plex? I just had success playing a dolby vision mux of a UHD rip on my Roku TV R615/R617 65". Here is the command I used. Note that playing these through plex is currently not possible but you can play these via a USB or DLNA via the USB media player. I'm using the DLNA server built into plex. mp4mux...

You're using Plex on the Roku connected to TV via HDMI correct? Can you put the MP4 on a USB HDD or flash drive and plug it into the TV directly? Does the TCL have a Plex app you could try with to rule out an issue with the Roku? Using the described method is working for me, but I use Emby directly...

You're partially correct however since dolby vision is a 12-bit video and the hdr10 track is only 10-bit I believe that dolby is merging both tracks to turn the 4K track from 10-bit to 12-bit using the dv layer track.
