I have no blu-ray or UHD discs with a framerate of exactly 24p that I am aware of, so 23.976 would seem correct? I’d rather take the ATV for Netflix over the 60Hz from the Shield any day.

The Shield has some issues, but it's easily the best streaming device available today when it comes to Audio/Video support. Presumably, switching to the WH16NS60 firmware on the Asus drive is reversible if disc writing capability needs to be restored? I may drop it onto mine to see how it compares to 3.10.

Doesn’t the screenshot you posted tell you all you need to know? With patched firmware, all the capabilities described as possible with patched firmware, become, er, possible.
