Hey - you are way overthinking this one. Don't need to click on open Open Video_TS/BDMV folder. If I do that, I get the exact same error message as you. Just open VLC, File, Open Disc. VLC 3.0.4 works fine. Later releases do not.

Libmmbd64.dll renamed libaacs.dll or sitting in the VLC folder as a symbolic link named libaacs.dll leads to VLC saying it can't find a usable libaacs...
