Is your optical drive internal or external? If they are both external, they might be sharing power and starving the optical drive. Try using a USB 3 for the optical and USB 2 for portable HDD.

I use a portable HDD for all my rips without any problems.

Maybe try just copying individual titles. Sometimes DVD's print defective titles to hinder copying. It would be hard to squeeze more than three 45 minute titles on a DVD.

Isn't the optional "CdRom Device Arbiter" service supposed to allow MakeMKV to run without administrator privileges? There is a choice, normally checked, when you install MakeMKV. Only one user for me so I have administrator privileges.
