This was actually inside the case, directly attached to SATA and the PSU. But, your comment prodded me to do the reverse and use an external USB cable and power supply to see if anything changed. I assumed you meant the WinPE flash drive. If so, I made sure to do that. I shut down, switched off the power supply, waited 30 seconds, and booted back up. I've tried following the numerous posts to fix this myself, but I'm not sure what my next step should be.
