I've only seen it as a false positive, but it can be a strong hint at having gotten bootlegs.

Tar xvf extracts them, from the terminal. The sudo apt-get install (...) line only needs to be run once, before running configure or make, and can be run anywhere. It's to install the packages MakeMKV (and the building of MakeMKV) depends on. Apt-get is the main Debian (and Ubuntu) software install...
